1999 xl 1200 limited idles to fast out of water.

Guys , I need some help on my brothers 1999 1200xl limited. We have done a complete rebuild pressure check checks fine. Engine runs around 3000 Rpms at idle with the cable unhooked and the idle screw loose. My question is on these bn46 I body carbs do the butterfly's close completely at idle with the screw loose. Each carb is slightly cracked open at idle position with Idle screw loose. I have a 1200 npv and the butterflies close completely in the idle position until the idle screw is turned in.anyone want to take a jab at what the problem may be. As always thanks go any help.

Had this same issue after a carb rebuild on a gpr - no clue why. All the butterflies should be closed and it shouldn't idle at all with the screw out. Sync all the Bflies till they are completely closed with the screw out. That's most likely the issue, I would think, but could be an air leak as well.

Sounds like an air leak someone. Might want to pressure test the motor. However, idle speed is set with the ski in the water and will be higher out of the water.
