94 seadoo gtx wont go over 20mph

I have a 94 seadoo gtx and it wont go over 20 mph. I have rebuilt the top end, cleaned carbs, replaced fuel line. One thing I noticed is that when I shut off the gas it would run like its suppose to for about 5 seconds until it died. Any suggestions???

What is your pop off pressure? Also what do your plugs look like? The fact that it runs good for a short amount of time after shutting the fuel off leads me to believe its running extremely rich and getting to much fuel which is a symptom of to low of pop off pressure. Fuel is pushing its way past the needle and seat and bogging down the engine.

Yes, it could be time for total carb overhauls.
