Oil Pump Cable Problem when Reinstalling Carbs

I am reinstalling the carbs on my 2001 Yamaha 1200 xlt and am having a problem connecting the oil pump cable to the actuator. I have no problem connecting the throttle cable but when I place the end of the oil pump cable in the actuator (Round wheel) there is not enough slack to get the cable back to the mounting bracket. I cannot pull any additional cable in order to make it reach the mount. Any ideas on what I am doing wrong or not doing?

You have to rotate the oil arm that connects to the oil pump towards the carb. It isn't meant to rest totally closed. Make sure the oil cable is also in its channel on the arm.

Thanks for the feedback. Is there a way to get to the arm without pulling the exhaust chamber assembly off?
