What should the fuel pressure be on a 1999 SLH

I have a 1999 SLH that has been nothing but problems. Currently after having the carb cleaned and being told it ran fine on theirs stand I have the following.

It runs fine on trailer. When I put it in water it is like it is not getting enough gas. If I choke it and hold full throttle I can keep it running at low speed. If I choke it off till it almost dies then let it have air it will rev up a bit more then die back down like it's not getting gas.

    Help.

If you live in the Eau Claire area I'd pay to have it fixed. Just can't find anyone who knows anything about fixing it.

    What state are you in?

Has the rest of the fuel system been serviced? Fuel hoses, fuel selector valve, etc?

Has this engine ever run properly for you?
