99 GTX Limited- Water in pump cone.

Changing pump oil, outer portion of pump cone (appears to be just dead space) was full of water. Inner portion (sealed part containing the pump oil) was fine. Is this normal??

No, there should be no water whatsoever inside the cone with the bearings. You will need new seals.
