1997 SL 1050 Starter ground wire

I'm putting an engine back together after too long a time since taking it apart.
I'm confused about the ground wire attached to the side of the starter.
What is it's purpose - isn't the starter grounded when it is bolted on?
Did this originally feed into the electrical box and does it have to - could I attach it to the block with the large battery ground?
    Thanks for any insight.
