    SPX flooding when off?!?!?!

I have a spx that seems to have a flooding issue... Here is my Procedure:

    To start the ski:
With the fuel in the "OFF" position, give full throttle and press starter until ski fires up. (might be slightly flooded but will start up and clear itself out)
Once the ski is running, turn fuel to "ON" position. rides normal all day long.

    To turn off the ski:
when comming into shore, turn fuel to the "OFF" position and run for afew seconds before shutting the craft off..

IF i accidently leave the fuel in the "on" position... the ski will flood out, and you will have to take the spark plugs out to clear the flood. (its like it just constantly drips fuel into the intake manifold or somthing)

this ski has also had a carb rebuild, new o rings on the needle seats, new fuel lines, new spark plugs, new impeller, etc etc etc..... it seems to me that im just having some slight tuning issues on all 3 of my craft.....an experts opinion would be greatly valued!!!!!!
