Please help removing the starter from 1993 WaveRunner 500

I recently got this 1993 WaveRunner 500 knowing it had sat for about 2 years and that in 2004 the engine had been rebuilt or replaced.
I replaced the battery mixed fresh fuel and cranked it.
I found that I could put a little gas in the carburetor and it would start and run great for a few seconds.
After a few tries the starter quit engaging I could hear it spin fine but it would not engage the engine.

    Time to remove the starter.
I was able to remove the wire from the starter and remove the 2 bolts holding it in but the starter will not budge.
It feels like it is welded in, I can wedge a hammer handle between the engine mount and the starter and apply leverage but I can't get it to move at all. Do I need to remove the muffler? I hate to disturb it. How hard is it to remove the muffler and what gaskets do I need to have on hand? Is there something I am missing? Have the 2 guide pins for the starter bonded to it or is it likely to be glued in with gasket compound? If I do remove the muffler what is the best way to leverage this thing.
I've worked on cars quit a bit but this is my first jet ski and any advice is appreciated.

Thanks in advance for the help.

at the end of the starter there are two 10 mm bolts. those have to come out before it will fall out.

    Thanks for the reply.
I had removed those bolts which is why I am confused as to why it wont move?

Thanks for the help. From my research I thought that the starter was held on by only 2 bolts at the back and the front just had guide pins, well I was wrong. Once you pointed out the 2 bolts in the front I was able to remove it no problem.

Thanks again for the help CRJ.
