Most GPSs are pretty accurate. You may want to invest in a handheld waterproof unit, some of them float too. Mine has tide charts and everything.Very handy for saltwater riding.Check around, you should get a decent one for under a hundred bucks

I would take a look at a Garmin Etrex, generally they're reasonably priced

Yes, your car GPS will work. Put it in a plastic bag, throw it in the storage compartment, and let it rip to determine top speed. It is probably just a little more fragile than a marine unit.

Just check out how fast it updates. Some only update speed once a minute, so your average over a minute means you need to keep speed and course for a mile before you got an accurate reading. Other update a lot faster - down to seconds - and would be a better choice for this kind of activity. Some of this is in the settings on the unit too... slower updates mean longer battery life which is important to some, but useless when trying to track speed.

I use Garmin Etrex and Etrex Vista models, have had good luck with both, waterproof etc.

actually sold my two yellow etrex models when I purchased a waterproof android phone, and I still use that, but last night I decided to go back and order an etrex again since I like the top speed details, right on the screen, and want to track distance traveled etc w/o messing with phone app's.

shopping for a good handlebar mount as we speak
