Pop off pressure lower then specs after carb rebuild question.

Hey guys I have a 1996 SPX 717 and the book calls for 36-60 psi and I just checked them on the motor and I am getting 30psi on the pto side and 33psi on the mag side. What should inset them for ? 36 on the dot or xx ?
Also I used the springs that came in the mikuni rebuild.

The machine has a fresh rebuild and there is a hesitation on the bottom end ! Any suggestions please !!
