Do you have the head off to look at the PV or are you just looking at the wheel. How much are they moving and do they try to move more than once when you start/stop it. Have anyone adjusted them lately.

they go through cycle when you turn the ski off but it looks more then a 1/4 turn and when riding the ski it looks like is not opening wide open the servo turns the PV less then a 1/4 turn brand new servo.

They don't turn as much as you think they do. if you suspect they are not opening all the way you should mark them and compare the marks wile riding to see how much they are actually opening. the way i did it on my triple piper was press the clip on the PV plug enough unplug it wile i was riding at full throttle with the seat slid back. that way the PV was all the way open when i unplugged them. then you can make lineup marks and plug them back up and ride back to shore. if you had already marked them in the fully open position like i did when i had the head off you could compare the marks and adjust accordingly.

How bad are they gunked up? Bent shaft? You said the servo motor is new? Connections are good?
