    Rocker arm lifters

Are the rocker arm lifters supposed to push into the rocker arms? I have some that push in a little, some a lot and some do not push in at all.

They are hydraulic, the soft ones will pump up with oil pressure, they are designed so enough oil is retained in them when running to maintain zero valve clearance at all temps, and to account for wear of valve or seat.

No those specs are for the bore diameter of the rocker arms, if yours are in spec your good to go.. If they push in it just means the oil has run out, will be fine as soon as it gets oil pressure. You didn't have lifter noise before? In my experience the hard ones will also be fine, as soon as they are in use the valving sorts itself out.
