is the chain guide in and in one piece? Is the chain caught on the pto cover around the SC hole? Meaning is the chain routed properly? It can go places other than where it should

Are the cam gear bolts tight ?
Mine did this clicking sound and it was the cam gear moving and clicking / stopping on the bolts. The bolts were in but not tight enough to stop the gear rotating back and forth slightly. The cam bolts were loose because I had the old ones in there only finger tight while waiting for new ones. Tightened up the bolts and no more clicky.
Drove me nuts for a few minutes trying to find the noise.

Are you sure its not the timing chain slapping on the guide after the compression stroke when turning the motor over?? just a thought
