    Are you sure its the injector and not a problem with the electrical system not able to provide enough power to fire all three injectors?

    Is the 45 volts the same with and without that 'bad' injector plugged in?

    Make sure you have not accidentally swapped the exhaust temp sensor plug with one of the fuel injector plugs.

    I would have to go look the exact ohms number up in the manual.

    Best is to measure all three injectors you have there and compare. The ohms will be a very low number, so meter accuracy and measuring method is important. Measure each injector ohms more than once.

    My concern is whether the EMM has gone bad on one injector driver channel (there is a separate injector driver channel for each cylinder). If the EMM has a short in one of the injector drivers then it will cause the 45 volts to collapse. That is why I asked whether the 45 volts changes when the 'bad' injector is plugged in.
