Angry New 4tec motor install, won't start need help, timing?

So this is my first go in the 4stoke world. Have a 2005 speedster boat that sank. Replaced the short block with one from sbt. It cranks but won't start. I have fuel and spark in each cylinder and checked all fuses. I get small puffs of smoke out the exhaust. Every once in awhile it cranks and then "hits" and stops all revolutions until, the starter kicks back in again. I am also having issues with the bendix kicking out early at times but it runs enough where it should start. Read a lot of posts but I may be overthinking this? Need some guidance from this great group. I aligned the bump on the crank with the hole in the flywheel and plate but could that be off? Seems like its a timing issue? Brand new battery, fresh fuel, new plugs.
    Thanks in advance!

If the boat truly sank, did you drain the fuel tank and the fuel pump before starting it with the new motor...

You say the plugs are wet, but is it water or fuel???

Short block? I didn't know they would sell a motor without a head...
Check compression... If you installed the head you may have timing off... You MUST use the crank locking tool and the cam locking tool to get the cam timing correct...
Did you use the locking tools? If not, but them, and a new head gasket and go for round 2...

    Is the fuel pump kicking?

Is the boat in neutral? My uncle's speedster would crank and crank, but not fire....unless it was in neutral.

Okay, I did some more digging and SBT sent me motor 40-112 which is for a 155NA boat/ski. I need the 40-113 motor (215hp supercharged) so are they compatible? I am guessing no...

Call them... see what was ordered vs what was sent... They are definitely not the same...
