2003 Sportster 4Tec RPM Dropping After Take Off

I am posting here in hopes that someone can help diagnose the issue that I am having with my seadoo boat.

    Symptoms:
Boat takes off at full throttle and immediately revs to 7400 rpm. About 3 seconds later it drops to 6500rpm and stays there. Top speed I am getting is 32mph at 6500rpm on smooth water with only 2 people in the boat and about a half a tank of gas.

So far, I have replaced the impeller and wear ring, but no noticeable change in performance.

Based on other forum posts, the consensus seems to be that this boat should be getting around 45mph at around 7300rpm.

What other causes could there be?

    Thank You.

Good from what I can tell, there doesn't seem to be any abnormal play. Is there something more specific I should be looking for?
    Thanks for your help.
