Exclamation Revs fluctuating @ full throttle - Ultra 250x

Hi Guys. I have just fully serviced my ultra 250x and a compression test found all cylinders to be at the minimum compression. The ski has 55 hours on it. The ski runs perfectly and holds a steady rev when not at full throttle. At full throttle the revs keep continuously moving from approximately 6800 - 7100 revs. This is clearly affecting full sped and power. What could the problem be? Thanks in advance for any help.
