96 WaveRaider Bogs after being in water for awhile

We have a 96 raider 1100. It has a curious bogging issue.
Right off the trailer you can slam the throttle and you're gone. The next few throttle pulls give you the same expected great performance.

The issue comes along after it has been turned off and idle in the water for a hour or longer. It idles fine after sitting but once you pull the throttle back it bogs and dies. You have to gradually give it just enough gas to keep it running without dying or pump the throttle lightly to get it on plane without dying. once you have worked it up to plane it runs awesome again and throttle response is back to normal.
Thoughts on what this could be?

Does it pop and die? Would mean it's lean. Sounds like it is most likely loading up with gas. A Needle and seat could be leaking by. Look down the carbs as you run it on a hose. Look for fuel dribbling in a carb. Under normal operation, you should not see any fuel dribbling.

No it doesn't pop and die. Just gives a sort of slow growl and you can back off the gas and it goes back to a good idle or you can pull thr trigger further in which case it will die.

Sounds like the carbs need to be gone though. I fixed a Kawasaki for my chiropractor that did something similar last season. Carbs were really gummed up. Make sure to use only genuine mikuni carb kits.
