On a 2013 RXT is it worth to do the stage one upgrade kit. Is 5 mph a true statement

You need to reflash your ECU or replace it with either Vtech, Athena, R&D, or any other kind of reflash

    Yes.

You have three limiters in place that all need to be bypass to create more power and higher top speed.... Boost is limited, Speed is limited, and RPM is limited.

Only away around all three is a reflash or new ecu.

The SCOM is the biggest waste of money in the history of ever.

While this statement is probably true, I ended up purchasing the SCOM unit for my 2013 RXT-X. At the time, that's all I could really afford. I was only planning on getting stage 1 components and the free flow exhaust. I have been slowly buying the pieces as I can afford them which currently are the SCOM unit, R&D intake grate and free flow exhaust. With those installed, I have seen speeds at 72 MPH (GPS) at 8200 RPM's. I still plan on getting the cold air filter, prop and catch can. I might see 74 MPH come winter time with these other parts. Truthfully, I will likely end up getting my ECU reflashed when it's all said and done and would have wasted my money on that SCOM unit.
