Ideas for elderly to board beached pontoon???

I'm trying to figure out the best way to assest my elderly Father inlaw to board the front of a beached pontoon. We rent one for a week, and it never fails that he gets off and has a hell of a time getting back on. I've seen permanent solutions, but being a rental that won't work. I was thinking of trying a small step ladder, but not sure how that will go. The terrain is rocky, sometimes pea gravel. Any ideas?

How about one of those small portable step ladders that folks use in the kitchen for vertically challenged people to get stuff out of cabinets. You could carry a piece of wood that it could rest on on the beach.
