Polaris 700 Engine Cylinder Head Bracket - Required?

I just had two Polaris 700 Engines rebuilt by a engine rebuilding outfit.
When I got them back, neither one had the Cylinder Head Bracket installed on it.
Is it required? What is its purpose?
Should I remove the cylinder head bolts and install the bracket on the engines?

I have attached a picture of the cylinder head showing the bracket.

    Thanks in advance.

It appears that the bracket needs to be added per Polaris Service Bulletin (PWC-96-01) cylinder head bracket.
