Pour a little premix down the carbs. If no start, check spark

A partially charged battery will crank over but will not start a ski if it is under load. Is your battery fresh (not just freshly charged)? Aside from that, on a cold start I always squeeze throttle all the way with full choke. Crank 5 seconds, rest 10. As soon as it tries to start one time...push the choke back in and keep throttle squeezed wide open till it fires.
