    Hi dan
My understanding is 3 seater , 3 people total and you need a observer . So only 1 on the tube .

If you have mirrors you can be the observer and put 2 on the tube.

Each state has there own rules.

Usually its three total on a three seater ski. Two on the ski (Driver and operator) and one on the tube.

A few states you can do it with no spotter with mirrors.

same here in New Mexico..mirrors or not, protection boats or not, you need to have an available seat on the TOWING craft to seat the person on the tube.

Local laws WILL vary, check with your local marine enforcement regarding rules that apply in your venue.

    every one needs a seat!
    what if the tube sinks?
do you just leave them in the water wile you go to shore to drop off a rider?

Not here thankfully. Put as many people on the tube as you want. I regularly pull 3 or 4.

Its different from state to state and country to country. As far as I understand a 3 person sky can bull a tube with 3 people in it which seems to be the max allowed even for boats.
Here is the link for sa rules http://www.sa.gov.au/topics/transpor...afety-handbook
You can always go to your nearest motor vehicle rego place and ask for a hard copy if you want.
Definitely need 1 observer sitting backwards.
The rules for seats free at least for PWC in south oz is abit vague but imagine if you only had a 2 seater PWC that means you couldnt tube or ski anyone....
