Did Kawasaki address all the sloppiness in the steering on the 310R?

Probably, dealer told me the sloppiness is because of the tilt steering. It's BS, poor design they should fix. The R doesn't have tilt so I bet it feels nice.

It still has a tiny bit of movement. But a hell of a lot better than before.

Not all. There is still a small amount in the actual pivot assy, but it doesn't affect anything - you can't feel it at all when riding. Very easy to fix if needed as well.

Never noticed the slop on the older models at over 70mph

any movement it had was fixed buy tightening up the adjustment nut anyway....so it was never an issue really
