Have they sat a long time?
They may have gummed up over time.
Running fresh fuel through them may help remove any build up.
When they are connected together and to the oil pump,if you run one do they still stick?

yes they do stick when all three are hooked up,took them off today, found #2 was the bad one ,pulled butterfly out[pita!!!],pulled shaft and cleaned ,put back together with some grease, spun shaft with battery drill ,then installed plate back in carb.seems to be working now, will reinstall monday and see what happens
