8,10,3,7 1/2 Seems like a lot of fuel, but I have a surge at the transfer point 5500 rpms. Also if I turn the yellow down much I get a bog when I hammer it. Those #s are oclock positions. Does this seem right for my setup.

The 8 and 10 seem way to high.
I am not running those high of a number even on my ported boat.

I would try 6-6-2-7 with those mods or atleast start from there.

Also at around 4500 rpms I had a flat spot and turning up the transfer point seemed to help.
What helped me fine tune (along with some good advise) was to get in some very calm water and start SLOWLY applying throttle all the way through the range. Slowly is the key word here. As you do this a few times you will get the feel of it and start to hear and feel what each adjustment is doing for you. Its hard to put in words but a rich condition will give more of a bog or blubbering sound, a lean condition will be a little more responsive at first and sound a little more "pingy or crackly" (if those are words) You get the picture. But as you know its always good to start rich and work down.

I run 18.104.22.168. at 518 ft 90 deg air and it runs pretty good...I once tried 22.214.171.124. and seized (at 5000 rpm cruise),may have been settings or it was just its time to go.
