98' SLH 700 not getting top end.

I've cleaned the carbs 3 times, fuel lines, fresh fuel. It won't go above 4910 or so rpms under a load. It smokes at all rpms in the water. Compression is good in both cylinders about 150psi. It seems to be a little sluggish at low end as well, it has now power to pull out of the hole.

What else could it be? Suggestions.

A little background its been sitting a while and I don't know the previous history,

I'd like to add, out of water it revs up fine with no problem, no hesitation.

Pull the plugs and take off the guard off the driveshaft coupler and see if it spins freely by hand. I say this because we just had a ski hard to start, running sluggish and water had got in the stator housing and the impeller shaft bearings were seizing.......

Perhaps too much oil is the problem.
When ya pulled the carbs, you had to pull the oil pump linkage. When ya do that, the spring on the actuator will spin the actuator to full open position and will pump too much oil if not spun back to the correct position when the linkage is re-attached. Its setup as a safety if the linkage should fall off while running. Take a look at that too.

the oil thing seems to be fine and the bearing for the prop doesn't have any play in it, spins by hand just fine.

I noticed that it has br8es spark plugs, when it calls for bpr8es. Would that make a difference. Should i try to find some bpr's??
