I also have a 15F and have rebuilt the engine once(I bought it that way) and have to rebuild it again due to the dealer not installing the prop properly.
1.are there any recalls - ?
2.what are prvetetive things to do - double up the clamps on the cooling hoses. Install a bilge pump. Buy a oil pump to change oil and in case you flood the engine with water.
3.any frequent troubles to look out for - Check the oil level and make sure it is correct. There are some posts regarding correct levels
4.parts availability - stock parts are always on back order in Canada. I order mine from the US. They are also 50%+ more money up here.
5.whats the top speed gps stock - 61mph
6.how is the ride in rough water,smooth... - you should be able to find some posts on this.
7.dealer told him to run mineral oil then change to synthetic - sure
8.the pump does not have a wear ring - no, there are a few cheap ones on ebay right now. Good idea to have a back up.
I have an R&D ride plate with reverse bracket for sale if he is interested. You can do a search on these as well.

I own a 2007 15f and so far i have not heard of any recalls, I have about 90 hours and the perormer kit from R&D with couple other mods and have had no problems with it runs great. I also switched to synthetic oil. For the weight of this ski it runs good in the rough .

The only recall I know of was on the 2006 model where they recalled the fuel line vent. When it came from the factory the vent could have been pinched causing a possibility for the fuel tank to explode. Don't think it was really common, but I know they sent out a recall letter for it. Other than that not too much to worry about.
