Fuel Pump Problem 4 Tec
The pump is receiving voltage and running, but making no pressure. The removable filter (screen) looks crappy, but does pass fuel thru it.
It seems like the orange "diaphram" that you see when you pull off the filter is obstructing the flow (or suction).

that orange diaphram is a non return valve to stop all the fuel draining back. Looks like there has been water in that pump the filter is normally white and the pump looks rusty. In this case often the silver regulator on top of the pump module can fail so if the pump flows fule to the rail with little or no pressure try another regulator but the pump may well be worn out.
