    Water Jacketed Exhaust

Why do all the headers made have to be water jacketed? I'm assuming it's because of a coast guard regulation or something. I don't want to sound like a noob but I was thinking that it would be so much easier to just build a set of headers and have them coated and wrapped to cut down on the heat.

Way to much heat would get trapped under the seat. Things would melt and burn without a doubt
