Read Under the Boating Safety Section
It is illegal for anyone under the age of 16 years of age to operate a personal watercraft (PWC). However, persons under 16 who are 13 years of age or older on January 1, 2005, may operate a PWC if they have completed an approved boating safety course and carry proof of completion of the course.
I hope this will work for you. I hate to have 500 forum members jumping on some Fisheries or Deputy guy because they are messing with one of our members. (you)

Cool, that may work. Check it out and see if you can take the coarse online. Some states do offer the boating course that way.
