Unhook the thick red wire on your rectifier and take it for a spin.

Sounds like exhaust restriction, motors will rev fine out of the water because there is no load on the motor.

Remove all exhaust hoses & check for soft spots or blisters, they will swell up when running & cause exhaust restriction.

A bad voltage reg/rect will act like a rev limiter after about 30 seconds of running,in or out of water.

If not the rectifier then he might have a loose baffle in his waterbox, restricting flow. 96's were the worst year for this occurring. They barely tack-welded the baffles.

for what it's worth, i had a similar problem when i bought my 96xp. there was water in the rear electrical box. once that was cleaned out, the ski started fine and would run on the trailer, but wouldn't go past 4500rpm or even get on plane in the water.

i checked everything from the rectifier to the exhaust hose, rebuilt the carbs twice, swapped coils, cdi, mpem, everything. just could not figure it out. then i had a moment of clarity and remembered that there was some goop visible in the waterbox. never thought anything of it at the time, so i bought some de-greaser type solvent and sloshed it around in the waterbox. i couldn't believe the amount of crap that came out. my guess is that since the ski had water in the elec. box, it would mis-fire and run like crap. buddy couldn't figure it out and the build up of carbon/unburnt fuel clogged up the waterbox.

once i re-installed the waterbox and water tested it, the ski coughed for about 2 seconds and took off like a shot. something worth looking at.

last year I installed a riva stage 1 kit. Ski was a beast when it was on the trailer. soon as I hit the throttle in the water it was a dud just like you are saying..I changed the plugs and everything was fine
