if you paid with paypal you can file a claim

the reality is ebay is not willing to deal with issues like this, paypal on the other hand will

the item that was delivered is materially different from what was offered for sale, I think you should end up with a refund

I opened a disput! first ever! I asked for my unused shipping dollars back and 1/2 of the cylinder price! I think it's fair

    yes, but ...

ebay plays nice - powerless to get funds back

Paypal doesn't, they will freeze accounts, return cash and do all sorts of other nasty things

    Update

well I had this resolved! I got my shipping funds back and 1/2 the cylinder price back!( paypal froze their account) since it was sleeve damage and I have a 1200 with a cut casting but 2 sleeves I was able to swap em out
the other choice was return for a full refund but I'd be out shipping both ways.
amazing what freezing someones account does to get them to communicate!

glad to hear you got something back

Thanks! I was happy with it! it was my terms $ that were met and I think the seller will care more about packing and communication from now on
