    What's it there for? One last saftey against debris entering the motor? To intentionally cripple the airflow for lower speed or fuel consumtion? Any negatives to installing this?

    Probably there to ceate laminar airflow into the manifold. Kinda like the screen on a MAF sensor.

    I assume you mean it's there to smooth out airflow and eliminate turbulence. Good theory, if it's right, then the piece is there for a reason.

    Yups. Laminar means just that. To smooth.
