I used regular JB Weld. Let it sit first though if you are using it. It needs to thicken up a bit.

That is what I used as well. I took some duct tape and wound it up with the sticky side out, and stuffed it around the bolts with a flathead screwdriver so if you needed to take out the bolts for some reason, you can easily chip out the JB Weld around the bolts for easy removal.

If you are not inclined to wait for the JB Weld to thicken up a bit, put it in there and then put duct tape over the JB Weld until it dries, then sand it down flush.

    Then it can be sanded?

So I can use either a marine epoxy, or JB Weld, then sand it. Should I coat the bolts with anything so if they have to be removed the fill will come off them easily, as long as I dont get the coating on the plate itself.

I did that as well. I used shrinkwrap repair tape. It is an old gel coat repair trick. It also minimizes the sanding you have to do.

I don't think that is available around here. I have looked for it.
