    Clean Boating Act Passed by Congress! - 07/23/2008

    Yesterday morning at about 11 a.m. the Senate passed with “unanimous consent” S.2766, “The Clean Boating Act of 2008” (a.k.a., EPA Permit Relief Act). Then, at about 3:30 p.m. the House of Representatives took up the same bill that had already been passed by the Senate and passed it by an overwhelming majority. As you read these words the bill is on its way to the White House for the President’s signature. After nearly two years of effort on the part of the boating industry and tens of thousands of boat owners – including nearly 20,000 members who contacted Congress – America’s congressional representatives have deep-sixed what could have been the most oppressive regulations ever to be inflicted on recreational boat owners anywhere. Sen. Lisa Murkowski’s 11th hour “hold” on passage turned out to be a three-week cliff-hanger right out of Hollywood.

    Did you know that a recent court ruling about pollution being dumped from commercial ship ballast water will also require all recreational boats to get permits by September, 2008—despite the fact that 99% of recreational boats do not have ballast tanks?

    Boats and ships are different, and shouldn’t be treated the same. These costly permits—intended for commercial ships and supertankers that have brought harmful invasive water species into U.S. waters—are being developed right now to tax your boat’s engine cooling water, bilge water, and even deck runoff. This will seriously impact boating participation unless Congress acts quickly.
    It's not an exaggeration to say that it will take an act of Congress to fix this problem before the federal government steps in and starts regulating how boaters enjoy a say out on the water.
