It goes from the battery to
engine (make sure the connection is paint free).
    stator screws ground to engine
stator wire (black) goes to the coil bracket
from the coil bracket it goes to the terminal board (black)

The black wire in the wire harness that goes to the stator coils.

The stator black wire provides the connection between the electrical box and the actual engine block, which in turn is connected to the battery negative.

You can check the connection with a multi-meter. With the battery disconnected, you should have zero OHMS between the ground in the electrical box and the battery negative cable.

With the battery connected, you should have zero VOLTS between battery negative and electrical box ground, even when cranking.

The best place to check for complete grounding of ALL components for the ignition system is from battery ground to the secondary coil wire (spark plug wire). I think it's supposed to be about 600 ohms with the spark plug cap removed.
Check the manual as this test may only be for the Domestic engines.

If you have more than a fraction of one volt between battery negative and electrical box ground, then you may have a poor connection somewhere between them.

Corrosion, paint, loose connection, Locktite on the threads of an electrical bolt. Any of these can cause a poor ground connection.

Check each wire and connection in the chain from the electrical box ground, and you will find the problem.
