Watery oil residue on top of carbs..

1100 waveraider....Found that there is alot of water-oil residue around top of carbs. Is this normal? Reeds are in great shape with no chips. All seated or just barely lifted. All gaskets looked installed correctly but couldn't fully tell. The sbt engine was installed before i bought it so i always wondered if everything was installed right. Do the carbs have internal filters?

The carbs do have internal filters. The white residue may just be some grease/gasket sealer.
