    Surging RPMS

Well i went out again today and i noticed that my rpms surge while holding it at a constant speed. Its a surging difference of about 400 RPMS. The only time its not surging is when im full throttle. And its holds a constant 8140 RPMS. What could cause this problem.

    Thanks John
