How to remove the PTO flywheel cover?

I need to remove PTO flywheel guard but it seems to be stuck. I took the two nuts off and the small screw out. It won't budge. I don't want to mess anything up. Is there a trick to this? Thanks.

Once all the screws are out, it looks as if it should come out...

there are 2 10mm screws holding the cross bar under the drive shaft on and keeping you from removing it
