Check your oil level first. If it's at the "full" line then it will not rev to it's full potential. You want the oil half way between the "add" line and the "full" line. This might be what's holding your engine back.

No, the problem is not your cam timing. Give the ski time to break in and you should see 8000 RPM's.
Do you have any mods on the ski at all?
Also are you using GPS to measure your speed or are you looking at the speedometer?

Your RPM's will continue to go higher as the engine breaks in. Don't expect to see full RPM until 10-12 hours run time. Your ski is almost ready for the oil change. When you change it, that would be a good time to carefully fill it halfway between the marks on the dipstick. Every ski is a little bit different.
My RXT-X didn't reach max rpm's until about 15 hours of run time. It would run about 20-40 rpm more every time I went riding. Be patient. It will get there.

Daniel, change the oil in that ski and go run the piss out of it for a week and then come back and tell us how fast it went.
