    951 starter problem?

    I have a 951cc Seadoo GSX LTD 1998.

It's been starting erratically recently. Has new good battery.

The starter relay (solenoid) starts clicking badly when I try
to start. It was only 6 months old. I just got a new one and
the same thing, clicking badly when I try to start.

I activated the electronics by the key (2 beeps), then I tried
jumping the solenoid, then I heard a rasping kinda of motor
    sound from starter.

Is this the starter? Is this the symptoms? If so can you rebuild
these starters or do you have to get a new one??

Tom, if the solenoid it clicking, it is not getting it's full 12 volts to pull the contacts inside of it all the way in. To confirm this, unplug the solenoid's black and white wires from the coil. Use a couple alligator clips and attach to the pins inside the solenoid, and manually jump it with 12 volts. Keep your polarity the same as the stock wires are. If it bangs in and turns your starter over with no interruption then this confirms my theory.

I'd start by looking for a corroded ground. Do you have a volt meter?

    Solenoid has juice

I've put new positive and negative wires from battery to
    Solenoid, solenoid to motor (positive).

I just checked the voltage at the top of solenoid and it
    is 12.89.

It clicks like it is trying to connect and turn over starter.
However if I jump from one post of solenoid to the other
the starter motor just wheezes and makes noises. I'm
thinking it is fried. It could be 10 years old.

Yes, it is probably fried. Just make sure your wire to starter and engine ground is good.
