    Ride Plate Bolt Missing?

I noticed this today when removing my OPAS system. The first pic shows a bolt going thru a piece of metal (donut looking thing), but the left side does not have one. Is it suposto and what is the function of it??

i believe the 03's didnt have them, and the 04's+ did. They basically take the wear of the salt water instead of the ride plate taking the wear. Correct me if im wrong.
