    Both boats are required to do whatever is necessary to avoid a collision.
    This is the number one rule.

    My understanding of the International Regulations for Preventing Collisions at Sea, is that the power boat approaching from the right has right of way.

    The camera boat should have given way to the other vessel, if the camera boat was actually underway. If it was not able to move (anchored, or engines off), it should have sounded its horn five times to warn the other vessel.

    Narrow channels, limited maneuverability, and other factors are covered by the rules, but they don't seem to be part of what happened in the video clip.

    Of course, there are many, many people operating boats (large and small) that have little or no idea what the rules are, or how they should apply them to their own boat operation.

    BTW, did you notice the fellow emerge from somewhere on the front deck of the other boat after the collision occurred? He must have come close to being crushed or thrown overboard.

    Watching it again, the camera boat may not have been moving, the wave ripples on the water's surface make it hard to tell.

    That may be why the video camera was rolling, as they saw the other boat just kept on coming at them...

    Watch it again. Both boats are under way and the camera boat is primarily at fault. I doubt anyone was at the helm on the smaller boat.
