Cannot get into Reverse with engine running

I have a 1997 SLTX. I cannot get it into neutral or reverse with the engine running. With the engine of, it goes easily. It will easily go out of reverse or neutral or reverse to forward with the engine running. Do I really have to shut the engine off every time I want to go from forward to neutral or reverse? Thank you.

It should go without having to shut the engine off.

Check the bucket for pivot points that are oblonged or cracked, and try lubing up the cable.

On the trailer, pull on the reverse bucket with your hands, to simulate water pressure from the pump. Now have someone move the reverse lever, so you can see what is jamming or binding.
