problem with my 2008 fx sho at full throttle

today was my first day out on the water with my 2008 fx sho i bought it used with 16 hours i was told it has a r&d rideplate intake grate and blow out valve i noticed it has alot of cavitation on take off and wideopen throttle it seems to be holding back like a slight buck it only gpsed 65 mph feels to have alot more but somethings holding it back does anyone no what i should look for?i left the cap off where u put the hose to the motor i thought maybe air got into the system but still did it after i closed it up.i also noticed a small chip in the impeller.

Actually, that is about right. Could be some damage to the impeller also. My SHO did 64.x mph stock if I recall correctly.

And would the bucking be the rev limiter?

i was thinking about that but why would i be on the limiter with just a ride plate and grate?the rpms seemed to be in the mid 7,000 range if you can trust the stock guage trim was in the nuetral position 3/4 throttle was clean but then when i gave it all at wide open throttle it was def holding back a slight chugging feel im going to bring it to my mechanic today and see what he thinks.
