To check Reed Valves, is it strickly by pulling them out and looking at them? I just checked compression and I have 130 in both cylinders. (98 700) If the RVs were bad would it effect compression? If I need to pull them, what do I look for in them being bad?

You would need to physically inspect them. I've run compression tests with and without reeds in place. I didn't notice any change in pressure.

ah, ok. I know how to get them out, but what do I look for on them that makes them bad?

Inspection (reed) info starts on pg. 220 in the 92-98 manual.
