It came from the east coast USA. Yes, less pressure than the +3 wheel. It's a STOCK replacement drop in wheel with a bit more (claimed 2 psi) boost. We did gain 200 RPM with it.

I don't know, there's no markings on it. It did come from the Delaware area though. This was purchased during the time last year when there were no ET wheels to be found. It looks, sounds and acts like an ET though.. lol
