i dont have a rubber hose on my bearing carrier, and i notice at high rpm water shoots out of that little nipple is that right?

That little nipple should have a hose attached to it. It is the grease hose for keeping the bearing and seals packed with grease. See illustration below:

There should be a hose attached to it. It also has a grease fitting on top of the hose. You need that in place.
