2003 R-12X handles poorly at slow speeds

My R-12X is fun for cutting up, but it is no fun for cruising. Our F-12 rides great but the R-12X will not track strait at speeds between 20 and 40 mph, it rocks from side to side. I checked the steering and jet nozzle but dont detect significant play.

Is this how they rode 'out of the box' or is this a symptom of a problem that I can fix? Also are there any aftermarket products like ride plates that address this issue?
